The Law - This 1973 Federal law requires schools to provide a free appropriate public education (FAPE) to students who are considered to have a disability that substantially limits life functions. Section 504 reads in part as follows: “No otherwise qualified handicapped individual in the United States, as defined in section 706(6) of this title, shall, solely by reason of the handicap, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance. . .” (U.S.C. 794 The Rehabilitation Act of 1973.)
